Businessman Sought By Rwanda Police For Assault Appears In Paris

Businessman Dr Francis Habumugisha whose bail was overturned by appeals court, but is yet to be rearrested by Police, is indeed still a free man.

Dr Habumugisha posted a picture of himself on Twitter supposedly in Paris at noon today. He also tagged former Rwandan foreign minister and currently head of French colonial grouping La Francophone, Louise Mushikiwabo.

Dr Habumugisha was arrested and paraded in a Kigali court, over a case in which he was accused of assaulting two young women. The case also attracted attention of President Paul Kagame, after it emerged the incident had taken place more than two months earlier but the authorities had not intervened to help the women.

Court granted him bail. However, the State appealed, saying he would interfere with ongoing investigation considering the power he wields in society. Prosecutors wanted him in pretrial detention for at least 30 days.

The apeals judges agreed with prosecution. The court overturned Dr Habumugisha’s bail on August 8 and ordered for his rearrest.

Days and weeks went by without the arrest ever happening, raising public speculation that his money and profile are keeping him outside jail.

Prosecutor General at the time Jean Bosco Mutangana, who was replaced last week, did tell local media that his team and police have failed to find Dr Habumugisha.

He is not a known wealthy individual, but owned Goodrich TV which has since stopped airing. He is also said to be heading a supply chain of one of the controversial food supplement prosucts, from which he has made millions.

While appearing in court, he told court that he cannot disappear because he had businesses and real estate in the country.
